WHEDA awards grants to 10 NEW organizations

$2 million in awards statewide to support housing for Wisconsin’s most vulnerable residents

MADISON, WI—(WISS)— The holidays are brighter for 10 organizations throughout Northeast Wisconsin as Governor Tony Evers and the Wisconsin Housing and Economic Development Authority (WHEDA) announced $2 million in grants from the WHEDA Foundation. The grants will help 59 organizations in the state improve emergency shelters, transitional residences, and extremely low-income housing. In Brown, Outagamie, and Winnebago Counties, WHEDA funded 11 projects from ten different organizations, totalling $400,531.

Since 2019, WHEDA Foundation grants funded more than 30,000 housing units across Wisconsin to address the needs of the state’s workforce, seniors, and families. 

“These grants provide essential resources to those who need them and help create safer spaces for Wisconsinites who are unhoused, at risk, and striving to overcome challenges,” said Gov. Evers. “My administration is committed to ensuring that everyone has a safe, warm place to stay and a roof over their heads at night, and I commend WHEDA for their work to get these funds out the door, helping to make our communities and our entire state stronger.”

WHEDA will administer the grants announced on Friday (December 26, 2025). The WHEDA Foundation grants improve housing for community members with complex needs, including individuals with intellectual and developmental disabilities, people experiencing intimate partner violence, individuals with incomes at or below 30 percent of the area median income, youth experiencing homelessness, and people with mental and behavioral health conditions.

“Across our state, far too many people are facing housing insecurity resulting from mental and physical health conditions, substance abuse, domestic violence, or just bad luck,” said WHEDA CEO and Executive Director Elmer Moore Jr. “These grants provide pivotal funding that support community partners who understand that when we lift up our most vulnerable, the entire community and state become stronger.”

Northeast Wisconsin WHEDA Grants

Emergency/Transitional Housing

  • Ecumenical Partnership for Housing in Green Bay receives $32,991 to replace a boiler in two transitional housing units and add/replace air conditioning in five units.
  • New Community Shelter, Inc. in Green Bay receives $50,000 to replace outdated HVAC with energy-efficient units and remove and replace 20-year-old carpet.
  • Solutions Recovery, Inc. in Oshkosh receives $ 50,000 for the rehabilitation of multiple sober living homes, including roof replacements, lead abatement, and bathroom additions.

Permanent Housing

  • ADVOCAP, Inc. in Fond du Lac receives $27,794 to remodel to add a 4th bedroom, replace siding, windows, and doors, and remove trees to repair drainage issues.
  • Ecumenical Partnership for Housing in Green Bay receives $32,818 to replace the furnace and air-conditioning unit in a house and to add or replace air-conditioning in five additional units.
  • Freedom House Ministries, Inc. in Green Bay receives $40,000 for boiler replacement and new appliances.
  • Greater Fox Cities Area Habitat for Humanity in Menasha receives $50,000 for critical home repairs for low-income elderly, disabled, and veteran homeowners.
  • Greater Oshkosh Healthy Neighborhoods, Inc. in Oshkosh receives $50,000 to construct a duplex for long-term, affordable rental housing for up to 8 individuals.
  • House of Hope Green Bay, Inc. receives $12,000 to replace sewer pipes to prevent sewage backups, remove eight garage units, and repave the lot.
  • The Housing Authority of the County of Outagamie in Appleton receives $25,000 to excavate, fine-grade, compact base, and asphalt 14,395 sq. ft. of parking lot.
  • Pillars, Inc. in Appleton receives $30,000 to replace 23 aging water heaters

This year, the Foundation’s 2025 Housing Grant Program is funded with $2 million from WHEDA’s reserves. Grants are awarded in two categories: emergency/transitional housing or permanent housing.
